MIDDLE TOWNSHIP FIRE DISTRICT #2

April 16, 2026

Meeting called to order at 7:00 p.m. by Chairman Robert W. Zimmerman. Mr. Zimmerman
stated that notice had been given to the Herald Newspapers, the official paper and is posted on
the bulletin board of the Middle Township Municipal Hall as required by P.L. 1975, c231, the
Sunshine Law.
Roll call was taken with commissioners Robert W. Zimmerman, Conrad J. Johnson, Jenifer D.
Sill, James G. Neill, and Jean M. Zimmerman present. Also present were Rio Grande Assistant
Fire Chief John Kendrick, Rio Grande Fire Company President Larry Forsyth, and Bob Sweeten.
Richard Braslow, Attorney and Leon Costello, Ford Scott CPA were absent.
COMMUNICATION: none at this time
OLD BUSINESS: Robert Zimmerman commented on the Fire Bureau status: the township
approved the ordinance change at their last meeting, which was Monday, April 13 th , and it will
be publicized on two websites. Julio is done with Saturday inspections two weeks ago because
of his schedule. Michael is doing North Wildwood inspections on Saturdays and temporarily
filling in on Mondays as needed. Yesterday, Greg Neill transferred all the data from ESP to
Middle Township Fire District #1’s email. Sue will work one more week answering phones and
the door but as of yesterday, will not do any clerical work such as inputting data or sending out
invoices since MT FD#1 will now be handling them. A notice will be posted stating that on April
27, 2026 the Fire Prevention Bureau Office will be permanently closed and inquiries will be to
MT FD#1. A notice will be put on our website and at Conrad Johnson’s suggestion, an
announcement will run in the Herald newspapers for two weeks. The Expedition and Tahoe Fire
Bureau vehicles will be borrowed for inspections until a solution is come up with. Consulted
with Bob Sweeten about the insurance and it is the same. Jen Sill questioned about keeping the
postal box office. For now, we will keep it. She also questioned about the LEA account. Conrad
Johnson suggested to do nothing with the account in the interim and anything written beyond
this point should still come to us in our district.
NEW BUSINESS: Bob Sweeten reported on LOSAP. There are 22 qualified members. With a CPI
3.1% increase of $58.00 over last year’s $1,871.09 per member, this year’s cost is $1,929.09 per
member at 22 qualified members, for a total cost of $42,439.98.
Bob Sweeten’s, Fire Apparatus Coordinator report: picked up 1000KW Honda Generator from
The Lawnmower Man that had a fuel line petcock valve replaced that was weeping and causing

the generator to lose fuel. Cost was $289.00; *service will be started on the Chief and Assistant
Chief’s vehicles. Chief’s Tahoe has a squealing noise and the Assistant Chief’s Tahoe has a noise
in the front end when he turns the wheel.
CHIEF’S REPORT: 140 fire calls; Robert Zimmerman said we are getting rid of the phones and
will get six (6) iPads for the big trucks, chief’s vehicle, and assistant Chief’s vehicle through
FirstNet, which is a First Responder program through AT&T, requiring us to buy the tablets
outright and drops our bill to $71.20/month for services. A proposal of a 2 year contract at
$5,099.94 or a 3 year contract at $4,499.94 was given with the monthly charges staying the
same. That’s a savings of $600 or $100 per tablet. It was agreed to go with the three (3) year
contract. John Kendrick said these are state contract prices. The old iPads are not worth any
money for trade in. Cases and three (3) holders will need to be purchased for the trucks.;
*radio equipment invoice turned in for the quoted $55,000 price; *our Training Officer, Rich
Sweeten, would like to go to the two (2) day, multiple classes, training at NVFC Training in
Summit, Virginia. We will pay for his classes and lodging.; *couple of gear have been sent back
for various reasons and we looked at other turnout gear and decided to stay with what we have
now.; *Robert Zimmerman mentioned that the Fire Bureau Jeep will be used for Fire Police and
transport and will need to be wrapped and additional lights added.

TREASURER’S REPORT: Robert W. Zimmerman read the bills, motion by resolution to pay the
bills by Jenifer Sill, second Greg Neill, of $30,432.67. Jen Sill mentioned that a CD renewed on
April 11, 2026 for six (6) months. Motion carried.
