MIDDLE TOWNSHIP FIRE DISTRICT #2

March 19, 2026

Meeting called to order at 7:00 p.m. by Chairman Robert W. Zimmerman. Mr. Zimmerman
stated that notice had been given to the Herald Newspapers, the official paper and is posted on
the bulletin board of the Middle Township Municipal Hall as required by P.L. 1975, c231, the
Sunshine Law.
Roll call was taken with commissioners Robert W. Zimmerman, Conrad J. Johnson, Jenifer D.
Sill, James G. Neill, and Jean M. Zimmerman present. Also present were Rio Grande Fire Chief
Jim Belles, Rio Grande Fire Company President Larry Forsyth, and Aaron Sill. Doug Greenberg,
Middle Township Fire District #1 Fire Official was also present. Richard Braslow, Attorney and
Leon Costello, Ford Scott CPA were absent.
COMMUNICATION: Jean Zimmerman received an email from the County Clerk’s office with the
final tally from the fire elections on February 21 st . Results were: Robert W. Zimmerman, 127;
Conrad Johnson Jr., 130; two write-in names: Zachary Lex, 4 and Stephen McDowell, 1. The
Budget had 103 Yes votes and 37 No votes.
OLD BUSINESS: none at this time
NEW BUSINESS: Robert Zimmerman said that Christina is creating a link on our website to
accommodate the new law regarding the legal notices. It will be under Finances with a link to
the notices.
Robert Zimmerman read three Resolutions. They were: Resolution 2026-11 Establishment of
Salaries for Fiscal Year 2026, motion Greg Neill, second Conrad Johnson to accept; Resolution
2026-12 Authorizing the Stipend for the Positions of Chief, Assistant Chief, Captains and
Lieutenants, motion Greg Neill, second Conrad Johnson to accept; Resolution 2026-13
Authorizing Loan of Monies to Fire District #1 Concerning Fire Prevention Enforcement, motion
Greg Neill, second Conrad Johnson to accept. Robert Zimmerman will release a check for
$80,000 to MT FD #1 after they have read and approved the resolution at their April 13 th , 2026
meeting.
Jean Zimmerman read Bob Sweeten’s, Fire Apparatus Coordinator, report: February 27 th :
Service Tire Truck Centers put a valve stem on one of the tires on Squad 72. The tire was down
and we asked for same day service. The technician checked all the tires on Squad 72 as well as
the Quint and Tanker to make sure all tires were at the proper inflation. Cost was $369.10;
*March 18 th : took the 2020 Jeep Gladiator to Mr. Tire to diagnose a check engine light. They

found the Leak Detection Pump needed to be replaced. While there, the Jeep had an oil change
and tire rotation for its 2026 servicing. They also removed a nail from one of the tires. Cost was
$436.88. Due to low mileage, this was the Jeep’s first service since June 2024; *Bob was in
touch with Barry from Fire and Safety Services regarding a problem with the auto eject for
Squad 72 air line. Barry will check and see if the auto eject can be fixed or if it needs to be
replaced; *March 17 th : Bob talked with Barry, from Fire and Safety Services, about Quint 72
running rough. He walked Bob through a forced regen of the engine which eliminated the
problem.
Robert Zimmerman reported for Bob Sweeten on LOSAP. No progress from Lincoln Financial.
They have not gotten back to Bob or other fire districts. Maybe next month.
CHIEF’S REPORT: 112 fire calls; new portables and chargers are in the Squad; *damaged gear
has been fixed and returned to service and Nick’s replacement gear has been ordered with an
estimated 3-4 month delivery time. Nick’s $4,318 damaged gear was covered under insurance
with a $1,000 deductible; *before ordering more gear, Jim wants to look at different brands
and what can match what we already have; *once the $4,500 deposit is received, the skid unit
will get ordered and take approximately 10-14 weeks to be completed. After it is totally built,
we will take the truck to their shop in the morning, they will install it and we’ll bring it back the
same day ready for service; *Jim will be looking at FirstNet for deals on iPads which are through
AT&T. The county is now allowing iPads to be used and a lot more can be done with the iPads
than the tablets.
FIRE BUREAU: Doug Greenberg thanked Robert Zimmerman and Greg Neill for their help and
with the township and trying to get the ordinance approval. He said things are running smooth
and that Sue is doing great in the office. Doug also commended both the inspectors on doing
great with their inspections. He gave a report on the inspections and money collected. Robert
Zimmerman said there were some Life Hazard inspections that did not get done according to
the state. Doug confirmed this comment. Conrad Johnson suggested that those that were not
done should be prioritized for this year. Doug said that the Life Hazards will get done first and
then the non Life Hazards. Robert stated that he tried reaching the township about the revised
ordinance for their township meeting but did not get an answer and could not find it on their
agenda. Presumably it will not be discussed at their next meeting on April 6 th at 6pm.
TREASURER’S REPORT: Robert W. Zimmerman read the bills, motion by resolution to pay the
bills by Jenifer Sill, second Greg Neill, of $16,507.56. Motion carried.
